Did you do a cluster self test ? Hold down trip mileage reset button and then turn key on. Should see the gauges move and also the PRNDL display leds go through tests.
If the test fails - I would closely check the capacitor on the circuit boards. Have repaired a few . If pass - check BCM

I also had the same issue. I could see a bad capacity and sent it in. They said it was a bad capacitor plus a bolt issue with the circuit board

I didn't know about the self check, but will do it. As I posted I've already pulled the dash for the capacitor check no problems were visible. Cleaned batt grd,PCM grd wire checked and cleaned. All fuses good. Don't know of any way to check BCM, but to replace it. Thanks for all the help. Looking for a BCM. Talked to Module Experts(Jacksonville FL) and got hung up on they have a bad rating anyway.

Exactly what I had on 2. Both repaired by replacing capacitor. On one you could see that capacitor had leaked. other one looked like nothing was wrong.

Original capacitor was 16V 68uF
replaced with a more common capacitor 50v 68uF

stripe on casing tells you polarity of the pins.
