I would go with the 99 starter.
I don't think it is the ignition switch.

So Robin, you say to just change the Solenoid, not the entire starter ? sorry I am green on these things and good mechanics that are willing to work on the prowler are hard to come by here :/

Carlos if you buy the new starter from Germany then you are set to go. Solenoid is part of the starter. 65 f seems very reasonable. Take the solenoid off and put on your starter if it doesn't fit.

Well, the starter arrived, the mechanic installed it and the problem has gone away

This starter has quite a different sound, when I turn the key it has this spinning/turbine sound to it, very different to the old one, not sure I like it but it’s probably because I’m not used to it

But at least I am back on The road
