Yes, the concept vehicle you are referring to is the Howler. There was only one built and it is presently (last I heard) stored at MSX here in Auburn Hills, MI. They are the company that handle all of DC's concept vehicles.

With the highboy kits and things, I'm surpised there's not a Howler conversion kit out there. Or at least one enterprising person that if they wanted, to turn their's into it.

Ask Norb @ TGF if it would be hard to make a howler kit for a prowler. His company built the howler...

That is correct. Metalcrafters built the Howler for DCX. We would need permission from DCX to build a kit since they hold the rights to the design. Anyone interested please call or send an email to me. We'll see if we can do anything.
