Decoupler pulleys overcome belt issues like slippage from speed variations to keep the engine running efficiently.

"The alternator decoupler is a special alternator pulley. It has a clutch and a spring inside. The clutch inside allows the alternator rotor to coast to a stop after the engine shuts off as well as hard transmission shifting. By allowing the alternator to coast to a stop after engine shut down or during shifting, you will eliminate all chirp noises related to sudden alternator decelerations. The spring inside the pulley is like "suspension" for the alternator. Every time a cylinder fires in the engine, the belt (and alternator pulley) will speed up and slow down a tiny bit. This belt speed fluctuation is absorbed by the decoupler spring. The spring is tuned to each engine and is specific to each alternator.
Do these wear out? yes. Sometimes the bearing inside will wear out and cause a buzzing noise for a couple of seconds after the engine shuts down. Sometimes the spring inside will break. And sometimes the clutch inside will break and cause the alternator not to charge. Let's just say that the alternator decoupler is working very hard to keep the belt drive operating well.
The decoupler should be checked and replaced if it is worn out or starting to fail. One thing though you must never do is replace it with a solid pulley or weld it up solid. Let's not forget that if you weld it you will compromise the balance of the pulley as well as render its function useless. This pulley can turn upwards of 20,000 rpm. Out of balance pulleys can cause premature alternator bearing failure, brush failure as well as cause the pulley to wobble or fly off. So.. not a good idea to weld these units up.
The reason why the Prowler has an alternator decoupler and other Chrysler large car 3.5L engines don't is, the prowler has an all aluminum frame. This frame and body have a natural frequency (vibration characteristics) that come into play at idle. The other large cars are not as prone to these vibrations at idle due to the natural frequency of their structure. If you replace an alternator decoupler with a solid pulley you will most definitely cause annoying vibrations and noises that you will never ever be able to figure out where they are coming from. Does anyone have a 99 prowler that has annoying vibrations/noises at idle? The reason might be, Chrysler only changed over to the alternator decoupler in 2000 or 2001. You can not install a decoupler on the older pre 2000 alternators as they are a different alternator manufacturer and they simply do not thread on the older units"

Well there...I think you might have just answered some questions I have had. I was first wondering why the heck my alternator has a solid pulley and where can I get the correct pulley. Also noticing a noise coming from around that area that sounds like a weird random vibration - almost like a bearing. Never did find it.
