Yes they are.....
Unzip the back of the seat leather.
Reach up toward the headrest , there is a spring steel “wire” that fits in a slot cut into sleeve that headrests slide into to lock your headrest .. these act just like the locking “wire” that hooks the back pins of the top.
Pull springs back and have someone pull headrest straight out.

I drilled through the headrest post and the sleeve.

JH, just a couple of suggestions..
First, I have run across Prowler Seats that had not 1 wire spring on each peg but 2. If you get the lower one's off each peg and STILL cant get the Headrest to pull up and off, then look for the second set of wire springs.
Also, once you get the Headrest off, because there is usually a good interference fit between the Headrest Pegs and the Seat Frame, I leave the springs off as the Headrest fits tight. Next time I have the need to pull the Headrests off, it's just up and out.
