I watched again.
When she was referring to the black viper, she said it wasn't street legal, was this car modified by them or did Dodge sold these types of car?

I'm pretty sure Dodge sells it that way. Chevy has the same thing with Copo Camaro and Ford with Mustang Cobra. Track car only.

Saw a real COPO at a car show a couple of weeks ago The guy drives it everywhere, he said he washes it when it gets dirty.
If I had that car, I'd treat it with kid gloves.
