Does anyone know anything about these bulbs?? Are they better than the stock ones. I see them on e-bay all the time.. I do not have the halogen system

I have them in bright Blue---better then stock but not halogen
Don't pay more then $12 range. Some guys say theirs are better + more money but they are all the same on ebay.
