turn signals work periodically, turns out relay module for Canadian prowler has gone bad and not available. Any knowledge on this, can it be wired as American prowler?

When I brought a US prowler into Canada, Canadian Tire installed a daytime running light module that was not factory. So they are available.

1) Canadian Tire Module used to add DRL to US cars when imported into Canada is NOT the same as the factory module.
These modules are also no longer available.

2) The module is not required by any other systems in the car
so, yes it is possible to rewire to remove the DRL module. Study the wiring diagrams in service manual .
