If i have a chance to go 120+MPH should the ragtop & windows be up or down? (safety ,not asthetics)

I've done it both ways.
It really makes no difference as far as the safety thing.
It does make a difference as far as air drag goes.

Your car will be faster with the top up and the windows closed. It will also be faster if you use 3rd gear and forget about the overdrive because the overdrive gear does not have enough power to compete with the wind drag.

You will probably find that the faster you go, the better your car seems to hug the road and rides much better. Prowlers were built to go fast. Just do it!

I've gone 120 with the top down many times, but to go faster than that, I used some other factors. One, I put the top up, two I went down a huge suspension bridge while visiting my family in Jacksonville, Florida. I got my cat up to a little over 130 MPH. It just didn't want to go any faster than that. Maybe if I hadn't been worried about going to jail without passing go and without collecting $200; it might have gone a little faster. I too tested in 4th and 3rd, I think I had to be in 4th to get it up to 130 +. But I can't remember for sure. Ok, Gary C, that's ONE more post.
