Can you buy the chrome surroud around the shifter? It appears to be an overlay. Or is it part of the console?

It is an entire new piece, stock on 2000 and newer. You might still be able to get them at the dealer.
There are four tabs, two on each side, one near the front and one near the back. You can push them in with a credit card and then it lifts off. You have to disconnect an electrical clip. Not a big deal.
It comes with the leather boot, replacing the plastic sliding plates.

But your's being a '99 would not have had the chrome ... so if you go to a dealer, tell them it's a 2000 (was that the first year for the chrome bezel?). The '99's had just a slotted, upside down "T" instead of the leather boot, and no chrome. Just an FYI.

Ed's is correct on how to get either one off the car.

DO not buy on Ebay...the price is marked up. I bought mine for around $180 (10% above cost) at All USA Motorsports 866-402-4480. Make sure you tell them your a Prowler Online Assoc Member in order to get the discount.
