Other than cost, what are the advantages vs disadvantages of one over the other such as upkeep etc?

Rich,

I'm going to go with the obvious - stainless - except for deep scratches can be buffed out - again and again. Chrome can not...the plating is typically only 1 or 2 mils thick. The upkeep is about the same - cleaning, polishing, etc. Durability, is again, on the stainless side. Looks!...well...nothing quite like chrome!

From my experiences with chrome and polished wheels, I would go with chrome all day long... Easier to keep clean, just use some windex on it, and the shine is back... Polished Aluminum takes quite a bit of time to bring back the shine once it's gotten dirty....

Chrome peels, stainless does not. I'd go for Stainless!

Stainless is great if you live close to the ocean, chrome has a higher shine than stainless.
