Decided to fix up the garage and began to apply a fresh coat of latex paint. Well when the garage walls were initially put up, they just put joint compound or something on the bare drywall. When I apply the paint, it wets this compound and it starts to flake off in 3-4" pieces. Any recommendations? Can you roll drywall compound on top of the current walls? HELP

Sounds to me like your paint is too thin (wet). I am not a professional but I did sheetrock one whole level of our home. I did the sheetrock, joint compound and painting.

Is it possible that the joint compound froze before it hardened when first put on and didn't get a good bond? Will it chip off using a scraper before painting? You'll need to use a primer before two finish coats to do it right as the compound will suck up lots of paint. Worst case scenario is that you'll have to scrape off the loose stuff and re-skim to get a good job.

Sounds like the tape/joint compound was not put on correctly.

Our experience is that a layer of compound is put over a seam, then tape is applied, with at least two or three layers of joint compound applied over the tape, each layer should dry before the next one is applied. (The tape is pushed into the initial layer of joint compound using a trowel.) Each layer is subsequently spread a little further out from the tape ( feathering) so as to hide the seam. If the compound is put on roughly, then each coat should be sanded smooth before the next layer is applied.

Before attempting to apply additional compound over the existing walls, I would certainly look for any areas that might be loose. Remove them and apply tape and new compound correctly.

As a last resort, call the folks that finished the garage and ask them how you should handle the problem.

Try sanding and then applying a coat of Kilz and then repaint.
