posted 11-15-2003 08:27 AM          I was talking to a friend in England last night and she told me about the World Rally Championship Race in Wales. Part of the course was on public roads. Seventeen of the participants were caught speeding by speed cameras and were issued tickets. Yes, they had to go to court for them, and yes, they were also fined.
