RIGHT-click the file you want to convert. Click on "Open With", then click on "Paint". If you want to resize it, click on the Paint program menu: "Image", then "stretch/skew" and enter in the change you want. To save it in JPEG format, click "File", "Save As..". Then in the "Save as type..." box, select "JPEG", then enter a new filename (if you want a new filename), then click on "Save".
