This question is specific to California laws regarding automobile modification and emissions, but I hope someone on the board has some knowledge in this area.

I have put the idea out of my head regarding a motor swap in the Kat because I believed I would never get the car registered in CA; However, an aquaintance told me that motor swaps are legal provided that the car meets the emission standards of either the new motor or the base engine of the car, whichever is more stringent. He also mentioned that the car must continue to have the full ODB diagnostic system functionality. This was news to me. Can anyone debunk or substantiate this information?

You might need to do a search in the Vehicle Code. It should be there. There is an online version but searching can be kind of cumbersome:

The best thing to do is pick one up at your local library or at the DMV. I would check with the DMV anyway to see if there are any other California Codes they use when listing requirements for registration - but I am almost positive they are all Vehicle Codes.

I know there is a catagory for registering a vehicle that is something like Custom Built so you may be able to get away with changing it to that.

Haveing owned a smog station in ca for a number of years I can say that it USED to be that the engine going into the car had to be the year of it or newer and had to have all the emmisions equipment that went with the engine going into the car. ie. 99 cat 99 or newer motor or better yet 79 ply put in a 99 motor had to have all 99 parts including electric fuel pump and fuel tank all vapor systems and all that junk.

but as all things in ca they are subject to change day to day
