It goes between the pucks and the steel backing of the pads.

Tom, I did not get any with my ceramic pads, but I am assuming it is the anti-squeal gel. You apply it to the back of the pads and that prevents the squealing that occurs with some brakes. Let it dry before you assemble the brakes. I guess all of this is still true, I haven't used that stuff for quite awhile.
