Hot Wheels did make a Prowler, just not the one you are thinking of.  This guy on eBay either has a VERY RARE Prowler toy or is a little confused about just What he has. Under Item specifics he states;

There hasn't been any Hot Wheels Prowlers, there have been a few Matchbox and I have a box of POA Maisto Prowlers. --RS |

in the early days of the Prowlers there were quite a few Matchbox Prowlers. Was told that matchbox was bought by Mattel and since they had a matchbox Prowler there was no reason to make a Hot Wheels. I'm thinking it was the guy from Playing Mantis when we were talking about making my Prowler into a Johnny Lightning. ------------------
