Try to get Trailer pass inspection at CA DMV/Could not find serial number that match the title. Anyone know where it is?

It is on a plate on the frame under the trailer, can see it from the front, it is also on the label on the tongue.

Mine was on the tongue and also under the carpet forward of the latch.
