The center pad on my steering wheel is sticky. I'm guessing that the plastic is breaking down. Has anyone had this happen & found a solution?

Did a search. Found this.
They sell it at DICK'S Sporting goods.
OK EVERYONE, MY UPDATE ON THE STICKY STEERING WHEEL. I GOT THE "FORMULA 911" IN THE MAIL AND PUT IT ON THE WHEEL AND STARTED SCRUBBING WITH A BRUSH, GEE WHIZ, I SCRUBBED FOR 20 MINUTES TO VERY LITTLE RESULTS. EVEN AFTER THE "FORMULA 911" I COULD SCRAPE MY NAIL ACROSS IT AND GET BLACK STICKY TAR UNDER MY NAIL. I TOOK A BREAK TO LOOK AT A NEW PAIR OF LEATHER TENNIS SHOES I BOUGHT TODAY. THE LADY AT FINISH LINE SHOE STORE SOLD ME A PRODUCT TO CLEAN MY SHOES MADE BY SOFSOLE, CALLED "INSTANT CLEANER". SHE DEMOED IT ON INK AND IT REMOVED THAT SO BEING FRUSTRATED I DECIDED TO TRY IT ON MY STEERING WHEEL. IF IT IS SAFE ENOUGH FOR A 95 DOLLAR PAIR OF SHOES JUST MAYBE IT WOULD HELP. I COVERED EVERYTHING UP SINCE IT IS A SPRAY LIKE FOAM AND SPRAYED THE WHEEL AND THEN SAT FOR THE RECOMMENDED 10 SECS. IT THEN STARTED TO BUBBLE LIKE SCRUBBING BUBBLES TOILET CLEANER. AFTER 10 SECS I RUBBED, NOT SCRUBBED, MY UN-GLOVED FINGERS IN CIRCLES IN THE FOAM. THE WHITE FOAM CHANGED TO A DIRTY GREY COLOR AND AFTER 30 SECS OF RUBBING I TOOK A CLEAN CLOTH AND WIPED JUST AS THE SALES LADY DEMOED ON MY SHOES. OH MY!!!! THE WHEEL IS BEAUTIFUL AND UN-STICKY. I RAN MY NAIL ACROSS IT AND NO STICKY ANY UNDER MY NAIL. SO THAT IS MY UPDATE. A 5 DOLLAR PRODUCT FOR MY LEATHER SHOES CLEANED THIS STEERING WHEEL TO BRAND NEW
