Gary, A Pilot Vehicle is one that is built to insure that all the components (parts) fit together as intended. As my company does work for DC, when we build new Tooling for a part, we must supply the plant with what are called Pre-production parts. These pilot cars are then assembled (normally during plant shut down) with these parts to make sure that the line will not stop during NORMAL production. It would be VERY COSTLY to stop an assembly line, hence they do the Pilot vehicles. If a company were to shut down an Assembly plant, I would bet they would most likely be paying DC a hefty sum.
